Rindal says the police answered they've already received information about this, and that help was on its way.
5.43 pm: The Operational leader - Havard Gåsbakk arrives at Hønefoss police station. He proceeds to Utøya together with the task force leader, a 35-year-old man with a background from the police emergency squad, Delta. It is this task force leader who instructs the first two police officers arriving at Utvika.
5.52 to 5.56 pm: The first two officers to arrive at the pier MS Torbjorn at Utvika. They look towards Utøya where Anders Behring Breivik has thrown a smoke grenade at the reception house on the island. They reported this to the operations center. They are located on the E16, and then turns down to the pier. Thru communications the officers receives a few messages from the task force leader . The officers are instructed to observe, and that boats were on the way.
The two officers parked the car and walked towards the pier where they briefly seeked cover behind a container. They are now 675 meters from Utøya.
"We did not find any boats at the dock that was suited to get us out on the island," (report from one of the two officers).
Thru communications the officers reported that shots were fired at Utøya, both short and long series. They also report that they see the boats on the water. They are never ordered to proceed to Utøya. At 5.55 pm - the pier at Utvika is declared safe by the police, in order for the ambulances to arrive.
5.56 to 6.01 pm: Northern Buskerud Police District is operating on analog circuits. The Delta squad, which is on the way to Utøya have access to both analog and digital circuits. At this time, the Delta squad, who had just passed Sollihøgda, is communicating on the police's analog circuits. It is probably the leader of Delta who informs that the terrorist's car is parked at the pier. In a short period of time several messages are passed on thru communications. The two officers on the dock report that they see a rowboat in the middle of the fjord, carrying a lot of young people. It appears that this was the boat "Reiulf", the boat mentioned earlier (Carrying Eivind Rindal amongts others)
"I shouted to them that we were from the police, and waved to them to head in our direction. I received no response from them, and I perceived it as they weren't listening to me, "said the report from one of the police officers.
Rindal confirms that they noticed the police arrival at the ferry terminal.
- They were wearing police uniforms that resembled the perpetrator, so we didn't take the chance to row in that direction, Rindal told Dagbladet.
Via communications the two officers report seeing a lot of people swimming from the island. At one point the operation leader from northern Buskerud interupts. He tells the officers to take care of the youngsters arriving in boats. "Delta task force is arriving soon. Focus on finding boats for them", are the instructions the officers receives.
One of the 30-year-old officers watch the rowboat "Reiulf" is headed for a farm farther south. The officer moves there and meet the youngsters.
"Many of these individuals stated that they had seen a man with a gun at the pier, and I confirmed that this had been me. I am unsure if it was then, or on my way to the farm I came across three motor boats at the pier by the water, "(report from the 30-year-old officer).
Operations Centre and the task force commander then notifies the communications at the pier, that their location had been chosen as the meeting point for the Delta squad. The officer reports back that he didn't believe this place to be safe. Shortly thereafter the meeting point is changed to Storøya, 3.64 km to the north. The first ambulances arrived at 5.57 pm, according to the log of AMK. At 5.58 pm, the main rescue center is notified.
6.01 pm: Anders Behring Breivik calls the police emergency number for the first time:
"Yes, hello, my name is Commander Anders Behring Breivik in the Norwegian anticommunist resistance movement. I'm on Utøya currently. I want to surrender", Breivik said in the brief conversation.
Breivik hangs up and the police tries to call him back - with no response.
6.02 to 6.08 pm: Police special unit passes the pier at Utvika shortly after 6.00 pm. They arrive Utvika camping at 6.04 pm and ask some bypassers "is this Storøya?». They are told that the place is a little further north. The Delta Squad then turns and drives in this direction. At the same time there is reported thru the communication that Breivik had called and told them he wanted to surrender.
"However, I still heard series of shots after this and we also reported about this", said the report from one of the first officers at the pier.
"The way I understood it, only one weapon were fired at the time, I never heard two guns being fired at the same time on the island. Today is difficult to estimate what kind of weapons I heard being fired. I never heard two separate weapons were fired at the same time though",
"The way I understood it, only one weapon were fired at the time, I never heard two guns being fired at the same time on the island. Today is difficult to estimate what kind of weapons I heard being fired. I never heard two separate weapons were fired at the same time though",
In this period the boat "Reiulf" arrives at the shore. When they were about 200 meters from shore, Eivind Rindal calls the police a second time. He estimates this to be somewhere between 6.04 and 6.06 pm.
- I am informed that many people were swimming and where they could be located. I also informed the police the details I had about the terrorist, his weapons and equipment. I told them I had seen only one person shooting at us, that he had hit the boat, but that there were no serious injuries among those on board, says Rindal.
He estimate the second call to the police to be around two and a half minutes.
- The fact that they took the time to talk with me as long as they did, I took as a sign that they considered my information to be useful, he says.
When Rindal few minutes later arrives at Lia farm, he is met by both paramedics, civilians and police officers. He exchanges a few words with the police. One of the first officers on the spot, now located at the pier at the farm, ordered three boats to drive towards Storøya to meet the emergency squad. One of the driver of the boats informed that he did not have gasoline on the boat.
"I was alone when I was on the farm, and did not consider going in the available boat and take me to the island. My first thought was for them to meet the Delta squad, which I also ordered them to immediately," (Report from the 30 year old)
6.05 pm: Three ambulances withdraws because of gunfire. At the same time the first ambulance helicopter is in the area. At 6.06 pm the Nordic alarm is sent out, including border control.
6.08 to 6.25 pm: Delta arrives at Storøya approx. at 6.09 pm. About the same time Operational leader Håvard Gåsbakk, (35) and Sergeant Håkon Hval arrives at Storøya. Ten policemen take place in the red dinghy. Hval is the boat driver. From Storøya to Utøya it is 3.64 km.
"After a few hundred yards we had problems with the engine. There were also boats approaching us, which we required and then proceeded towards Utøya. These were two high-speed open console boats. We had five officers in each boat", (report from Operational leader Håkon Gåsbakk).
When the equipment and crew is loaded into the police boat, it starts leaking.
- I'm experiencing total helplessness, powerlessness and frustration that such simple things which always works, fails in a critical situation like this. In my mind I had already mentally prepared myself to be part of the task force. Instead, a captain of one of the civilian ships had to paddle us to shore. The two civilian boats proceeds, while I try to start the police boat, Hvale told the Police Forum, and added:
- But after all, it was a better solution. We've separated the men in two boats and keeping a good speed. All in all, it is a good solution.
The two boats carrying the police to Utøya are the same boats that the police officer at Utvika sent to Storøya. Dagbladet has found no written evidence that estimates how many minutes the police officers lost due to engine failure, but key sources estimates the loss of time to be about five to eight minutes.
Oddvar Hansen owns one of the civilian boat carrying the police to Utøya.
- Five jumped into our boat. And they shouted, just go! I was wondering if we should keep up with the other boat so both boats arrived at the island at the same time. But one policeman told me - just drive as fast as you can to Utøya. So that's what I did. They asked us if we were familiar with the island. If we had no idea where he was. We responded as best we could and they basically left it to us to decide where we should take the boat ashore. I chose the pier. I do not know why. But it is quite a good place to get a full view there, says Hansen to TV2.
In the same period the two first lieutenants meet again at the pier at Utvika. In Breivik's car, parked not far from the ferry port, one of the officers a spots a shotgun, a helmet and a so-called "Camel-back" with police tags.
"On one occasion we saw that several people were shot at on the island's southern tip, I saw that someone tipped over in the water, at the same time I heard the shots. I also saw the water splash from bullets hitting the water outside the island", (report from the 30 year old)
Also Operational leader Hakon Gåsbakk saw and heard the shots.
"The first boat with five officers arrived at the shore 30 seconds to 1 minute before us. They got information from people that the terrorist was on the south side of Utøya. They immediately ran in that direction. As we approached Utøya we heard a lot of shots from a gun, and saw projectiles hitting the water at the southern tip of Utøya. We immediately head in that direction. We began to run along the water's edge, then proceeded across the island to the School House. It was three men from Delta, Pb. NN and me" (report from Gåsbakk).
6.26 pm: Breivik calls the police for the second time and says that he has performed an operation on behalf of the Knights Templar and that he therefore is ready to surrender to the Delta force. He asks the police to call him up at the number he was calling from. The conversation is interrupted.
6.27 pm:Anders Behring Breivik is arrested at the southern tip of Utøya-
